Form-based codes must be clear, objective and streamlined to regulate only the essential elements. They must also be flexible enough to allow for innovation and avoid prescribing a particular style.

 

Form-based codes are most beneficial to a community when based on a land use plan, though codes can be implemented in order to act as an insurance policy against undesirable development.
