Substantial positive change must occur within 5 years of plan completion.

Unless significant action is taken within the first year and substantial implementation progress is made within five years, a plan will not be implemented. After five years, it is reasonable to assume that:

• The plan’s public constituency and advocacy groups will have fragmented or moved on to other issues.
• The political structure that understood and adopted the plan will have changed.
• Planning staff leadership responsible for developing the plan may have changed.
